CLUB CONSTITUTION

 

 

1.0  TITLE AND AIMS

 

1.1 

The Club shall be called “The Duncanrig Rambling Club”.

1.2

The aim of the Club shall be to promote the leisure time pursuit of rambling and shall first and foremost be for ramblers.  

1.3

Rambles shall be arranged for Sunday on a fortnightly basis and/or on such days as may be judged appropriate by the Committee

 

2.0   COMMITTEE 

 

2.1

The club shall be administered by a committee consisting of five Office Bearers and eight Ordinary Members  -

  • President and Chairperson

  • Vice President

  • Secretary

  • Treasurer  

  • Route Convener  

  • Eight Ordinary Committee Members

2.2

All Committee members shall be elected at the Annual General Meeting for a period of one year, and shall be eligible for re-election. Nominations must be registered fourteen days prior to the Annual General Meeting.

2.3

In the event of a vacancy occurring in any of the five Office Bearer positions before the end of term of office, the election of a new Office Bearer should be decided by the club members at an Extraordinary General Meeting.  In the event of a vacancy occurring in the Ordinary Members of the Committee before the end of their term of office, the remaining Committee Members shall have, at their discretion, the power to fill the position.  

2.4

All general matters for the administration of the Club shall be determined by the Committee, at a committee meeting at which a quorum shall be seven. Two of the seven must be Office Bearers.

2.5

Committee meetings shall take place at a time and date determined at the commencement of the year. However, if necessary, the Committee shall have the authority to change the dates during the year.

2.6

At all meetings, in the event of a tied vote, the person chairing the meting shall have the casting vote.

2.7

The Committee shall decide on affiliation to those organisations which serve the best interests of the Club.

2.8

The Committee may co-opt any willing member of the Club to assist in the management of any ramble, event or activity, as appropriate.

 

3.0 MEETINGS

 

3.1

The Annual General Meeting shall be held on the third Monday in January.

3.2

An Extraordinary General Meeting can be called by the Committee at any time, on giving the members twenty-one days notice of the items to be discussed, or, by any thirty members of the Club giving the Secretary twenty-eight days written notice of their intention to call a meeting stating the items to be discussed.

3.3

A quorum for an Annual or Extraordinary General Meeting shall be thirty members.

3.4

Club meetings will normally be held on a fortnightly basis, on the Monday evening prior to the Sunday ramble.

 

4.0 FINANCES

 

4.1

The Financial Year of the Club shall be from 1st November to 31st October in each year, for which the Treasurer will produce a Balance Sheet four weeks prior to the Annual General Meeting certified by the Club's two appointed auditors.

4.2

The members shall appoint two auditors at the Annual General Meeting.  

4.3

The Club shall maintain a bank Account(s) on which all club cheques issued against authorised receipts/invoices shall be signed by the Club's Treasurer and one of the two other Office Bearers whose signatures are recorded at the Club's bank.  

4.4

An annual membership subscription shall be payable, the amount of which shall be determined by the committee and agreed by the membership at the Annual General Meeting.

4.5

Fees for rambles shall be recommended annually by the Committee and agreed by the Club members at the Annual General Meeting.

 

5.0  HEALTH AND SAFETY  

 

5.1

Each member, or visitor, shall be responsible for their own health and safety.

5.2

Each member, or visitor, rambles with the club entirely at their own risk.  

5.3

Each member, or visitor, must be properly equipped for the different rambling conditions encountered throughout the year. Proper walking boots and suitable outdoor clothing should always be worn, including waterproofs and additional  garments, as appropriate. A dry bag containing a change of clothing and footwear should be left in the bus.

5.4

Each member, or visitor, should carry a personal first aid kit and a medical card indicating any personal health problems or allergies.

5.5

The Club shall maintain and carry a first aid kit on all rambles.

5.6

The club shall maintain a sufficient number of members trained in first-aid, as is deemed necessary.

5.7

A list of rambles shall be prepared for the year by the Committee. The official programme will normally consist of rambles graded as four at grade C, four at grade B+ and the remainder an equal mix of grades C+ and B. To cater for the wide spectrum of age and fitness of members, the Committee will endeavour, wherever possible, to provide an alternative ramble, which may be easier or harder, dependent on the programmed ramble.

5.8

The committee shall agree to appoint a leader for each ramble who will reconnoitre the ramble prior to the day and report the outcome to the Route Convenor.

5.9

The Committee reserves the right to make any alterations deemed necessary to the programme. Also, changes to the programmed ramble may be made on the day of the ramble, dependent on the conditions, at the discretion of the leader and as agreed with those Committee members present.

5.10

Back markers will be appointed on the day by the Bus Convenor or his/her deputy.

5.11

All walks will be controlled by the use of safety whistles as follows:

  • One whistle blast                     STOP

  • Two whistle blasts                   START

  • Six repeated whistle blasts     EMERGENCY  

5.12

The Scottish Outdoor Access Code and Country Code will be observed at all times.

5.13

No dogs allowed on any bus or ramble.

 

6.0  MEMBERSHIP

 

6.1

Membership numbers of the club shall be determined by the Committee.  

6.2

The minimum age for membership shall be sixteen. All members shall have full status and be allowed to take up office, if willing, and properly appointed.

6.3

New members will be given a pro rata reduction in the membership fee on a reducing quarterly basis.

 

7.0

 

BUS BOOKING RULES

 

7.1

Bus Booking should normally be made and paid for from 7 pm onwards at the Monday Club Meeting prior to the ramble. No refunds are given if the booking is subsequently cancelled. However, a refund will be given on the night if a member wishes to cancel after hearing the route Convenor describe the walk and it is then deemed unsuitable.

7.2

 

Members may book for themselves and one other person; the other person may only be booked if not present in the hall during the booking on period. If the person being booked on is a non-member, Clause 7.3 will apply.

7.3

Visitors may book on a bus after 7.30 pm at the discretion of the Bus Convenor.

7.4

 

 

Visitors will pay £1.00 above the normal bus fee. If, however, a visitor wishes to book on a bus after having been on three consecutive rambles or four occasional rambles, then the visitor will be required to pay the appropriate membership fee before being allowed to book on.

7.5

Telephone bookings can be made after Monday night Club meetings by telephoning the Bus Convenor. If a seat is available, then it will be booked at this time and paid on the bus on the Sunday. If the booking is subsequently cancelled then the booking fee will be owed and should be paid at the next Club meeting.

7.6

No waiting list is operated.

7.7

 

After booking, seats are not transferable and can only be occupied by the person in whose name it is booked.

7.8

 

In the event of being unable to travel after booking, members are asked to contact the Bus Convenor as soon as possible.

7.9

 

The Bus Convenor's discretion, in consultation with the Senior Office Bearer present, shall be final in all matters relating to availability of seats on the bus.

 

8.0  DISSOLUTION

 

8.1

 

If at any meeting of the Club, a resolution is passed calling for the Dissolution of the Club, then the Secretary shall immediately convene an Extra General Meeting of the Membership giving twenty-one days notice and detailing the items to be discussed. Should any 30 Members of the Club call for a meeting to discuss the Dissolution of the Club, then the Secretary must be informed in writing, giving twenty-eight days notice of such a meeting and stating the items to be discussed.

8.2

 

 

If at that Extraordinary General Meeting the resolution is carried by at least two-thirds of the Membership present, the Committee shall thereupon, or at such date as shall have been specified in the resolution, proceed to realise the Assets of the Club.

8.3

After discharging all debts and liabilities of the Club, the Committee shall distribute anyy remaining assets equally amongst the members of the Club.


9.0 
CONSTITUTION
 

9.1

This document shall be called the Constitution of the Duncanrig Rambling Club, and each member shall be entitled to a copy.

9.2

The constitution shall not be altered in any way other than by agreement of the members at an Annual General Meeting or an Extraordinary General Meeting.  

9.3

Any member disregarding the conditions set out in this Constitution shall be subject to disciplinary action by the Committee.

The Constitution has been amended and agreed in May 2006
